Bill to bar schools from charging for busing passes committee

A bill that would bar schools from charging parents for bus services to and from school unanimously passed out of committee Monday.

Representative Mike Speedy, R-Indianapolis, authored House Bill 1134 partly in response to Franklin Township's busing policy. Currently, students who want to ride the bus must pay a fee to a nonprofit organization in charge of buses.

The township implemented the pay-to-ride program following the failure of a referendum that would have raised property taxes.

Speedy said the heart of this bill is safety. He said students forced to walk or those who are dropped off due to this policy are at risk of being hit by cars.

The bill would also create incentives for school corporations that stick to an oil change schedule, among other things.
