Investigators in Rising Sun, Indiana are calling 17-year-old Andrew Conley a cold blooded killer.
Police say Conley has now confessed to strangling his 10-year-old brother Conner, a 5th grader. Police say Andrew told them he's wanted to strangle someone since he was in the 8th grade.
"Andrew Conley choked his little brother until he was unconscious and then dragged him into the kitchen and strangled him until he was dead," said Aaron Negangard, Ohio County prosecutor.
Rising Sun is a quaint town 40 miles outside Cincinnati. The town hasn't had a murder in nearly 20 years.
"I can hardly believe it, it's just crazy," said Nate Minks, a former classmate of Andrew Conley's.
"He indicated he strangled his brother for approximately 20 minutes," said Negangard.
Police say Andrew Conley put a plastic bag over his brother's head, secured it with electrical tape, put his brother's body in the trunk of his car and then went to his girlfriend's house.
"He then gave her a sweetheart ring while his deceased brother was in the trunk of the car," said Negangard
When asked why he murdered his brother Conner, Andrew told police it's "like when people have something like they are hungry and there is a hamburger sitting there and they knew they had to have it and I was sitting there and it just happened."
Police say Andrew didn't have a bad history. Aaron Negangard, Ohio County prosecutor said people struggle to understand why someone would do something like this.
"Sometimes people are just evil. The answer is simple, this is an evil child."
