Did Bisard Buy Alcohol While In Uniform?

An attorney for Kurt Weekly, one of the victims seriously hurt when IMPD Officer David Bisard crashed into his motorcycle, wants the prosecutor to do some digging into what went on two days prior to the deadly crash. Attorney D. Bruce Kehoe wants Prosecutor Carl Brizzi (R) to investigate whether Officer Bisard purchased a 1.75 bottle of vodka at a CVS store within 48 hours of the crash. Kehoe also wants to know if there was indeed a purchase, did Bisard use a credit card or CVS card, and if he was in full uniform. (WXIN-TV FOX59 / August 20, 2010)

An attorney for Kurt Weekly, one of the victims seriously hurt when IMPD Officer David Bisard crashed into his motorcycle, wants the prosecutor to do some digging into what went on two days prior to the deadly crash.

Attorney D. Bruce Kehoe wants Prosecutor Carl Brizzi (R) to investigate whether Officer Bisard purchased a 1.75 bottle of vodka at a CVS store within 48 hours of the crash. Kehoe also wants to know if there was indeed a purchase, did Bisard use a credit card or CVS card, and if he was in full uniform.

In an interview with Fox 59's Tisha Lewis, Kehoe said, "We have a witness who came forward, who identified themselves as being a customer in CVS, he thought the night before the horrible events that took life and injured people and he found it unusual that a police officer, in unform, gun on their hip and taser on their belt would be in line, buying a one and three quarter liter bottle of vodka."

In addition, Kehoe is asking if there is surveillance video proving Bisard made the purchase, and if it is in violation of IMPD code to purchase liquor while in uniform.

Kehoe said he wants this information to gather more evidence for his client. A copy of the letter obtained by Fox59 News is attached to this story.

According to IMPD's general orders: Department personnel are prohibited from purchasing alcoholic beverages while on-duty.  Officers are also prohibited from purchasing alcoholic beverages while in uniform. 
Officers may purchase and transport alcoholic beverages in city-owned vehicles
while off-duty, provided the beverages remain unopened and are transported in the
trunk of the vehicle.
