The committee passed the bill with an 8-5 vote. The legislation seeks to ban contracts that would require workers to pay union fees for representation.
House Democratic Leader Patrick Bauer said House Democrats could boycott again in order to stall the passing of the bill.
The Democrats returned to the Indiana Statehouse Monday, ending a three-day boycott.
