Indianapolis—
David Delagrange, 40, of Fort Wayne, was arrested Saturday night at Castleton Square Mall for shooting video of women and girls with a concealed camera."The officer watched him for a little while and realized as he was getting close to women, he was sticking his right foot underneath their dresses or skirts or whatever they were wearing," said IMPD Sergeant Matt Mount. "As they conducted their investigation, they found out this individual had rigged a camera complete with a light and audio into his right shoe and he was basically sticking that shoe under women's dresses and skirts to videotape."
Mount said a search of Delagrange's car and home revealed more gear, images and a computer.
"From what I understand, this individual is an engineer," said Mount. "He has the expertise and the ability to do that type of thing."
Shoppers were stunned by the arrest.
"I mean, if they did that to my daughter or wife, I'd be pretty upset," said John Neese.
"Nowadays you worry that you're going to be plastered on the internet or You Tube," said Cindy Neese.
Delagrange faces charges of voyeurism, resisting law enforcement and child exploitation.
